UK Guarantees $400M AfDB Loan for SA’s Energy Shift BODY: Johannesburg, South Africa – The African Development Bank (AfDB) has approved a $400 million loan to support South Africa’s overhaul of electricity and water services in Mpumalanga Province. This significant financial boost is part of a broader effort to modernize aging municipal infrastructure and support the country’s transition to cleaner energy.
The funding, contingent upon independently verified improvements in service delivery, will finance the Mpumalanga Municipal Utility Reform Programme. This programme, a first-of-its-kind results-based financing initiative, aims to enhance the efficiency, reliability, and financial sustainability of public utilities in vulnerable communities within the province.
The United Kingdom is providing a loan guarantee and technical support through the Just Energy Transition Partnership framework, underlining its commitment to South Africa’s energy transition. This initiative is part of the country’s broader Just Energy Transition, which seeks to reduce coal dependence while protecting coal-dependent communities. Implementation will be led by the Development Bank of Southern Africa (DBSA) in partnership with the National Treasury and the Department of Cooperative Governance, benefitting approximately 1.
2 million people across four municipalities from 2026 to 2031. Key projects under the programme include smart metering, customer audits, and the rehabilitation of electricity and water networks.
The success of the Mpumalanga programme could set a national blueprint for utility reform, aiming to strengthen local governance and improve climate resilience across South Africa.
As South Africa seeks to address its municipal utilities’challenges, the AfDB’s loan is a crucial step in this process.
The results of this pilot programme will be closely watched by both South Africa and the African continent, as similar challenges are faced in municipal infrastructure and energy sectors.
