Rabat, Morocco — Morocco’s economy witnessed a slight deceleration in growth during the fourth quarter of 2025, as the country’s gross domestic product (GDP) expanded by 4.1%, according to the High Commission for Planning (HCP). This figure is a decline from the 4.2% growth recorded in the corresponding period of 2024.
The report attributed the growth primarily to domestic demand, despite a general slowdown across various sectors. Non-agricultural activities saw a decrease in growth rate from 4. 8% to 4% year-on-year.
The agricultural sector, however, experienced a robust recovery, expanding by 4. 7% after a significant decline of 4. 8% in late 2024.
In contrast, the industrial sector experienced a slowdown, with growth rising by 3. 5% compared to 3. 7% in the previous year.
This was largely due to reduced mining activity and weaker performance in construction, electricity, and water sectors. Despite these challenges, the manufacturing sector showed improvement, with growth increasing to 4. 1%.
The services sector also experienced a slowdown, with growth dropping to 4.4% from 5.4% in 2024. Key sectors such as finance, education, transport, tourism, and trade all recorded weaker growth rates, contributing to the overall decline in non-agricultural growth.
Inflation showed a slowdown during this period, with the general price level increasing by 2. 7%, compared to 4. 9% a year earlier.
Domestic demand remained the primary driver of growth, with household consumption rising by 4. 4% and government spending increasing by 7. 9%.
However, investment growth slowed, rising by 8. 5% compared to over 12% in 2024.
Foreign trade negatively impacted growth, with both imports and exports increasing but at slower rates, contributing to a negative 2. 6% to overall economic growth. The report indicated growing pressure on national finances, with Morocco’s financing needs increasing to 2.
6% of GDP, up from 1. 7% a year earlier. Overall, the HCP report suggests a stable but moderating economic performance at the end of 2025.
