Abuja, Nigeria — China Finances New ECOWAS Headquarters. Abuja, Nigeria — China has completed the construction of the new headquarters for the Economic Community of West African States (ECOWAS) in Abuja, Nigeria, and will hand it over in February 2026.
The project, valued at approximately $32 million, is a significant part of China’s strategy to enhance its policy influence in Africa through the construction of government buildings and facilities.
According to local reports, this latest initiative follows a trend since 2000, where Beijing has financed the construction or renovation of nearly 200 government complexes across the continent. Notable examples include the African Union (AU) building in Addis Ababa, Ethiopia, valued at $200 million, and the Africa Centres for Disease Control and Prevention (Africa CDC) headquarters.
The new ECOWAS headquarters, a gift from China, is expected to enhance productivity and reduce operational costs, as the ECOWAS Commission currently operates from three locations in Abuja.
The Shanghai Construction Group was responsible for the building, which is set to accommodate the ECOWAS Commission, Community Court of Justice, and ECOWAS Parliament. Chinese ambassador to Nigeria, Yu Dunhai, visited the site on December 4, 2025, to review progress and interact with ECOWAS Commission President Dr Omar Touray.
In a statement, Yu hailed the building as a “landmark project of bilateral cooperation “and a strong example of South-South cooperation.
David Shinn, a China — Africa expert at George Washington University’s Elliott School of International Affairs, told the South China Morning Post that China’s gifting of the ECOWAS headquarters is a clear case of “buying influence with African governments, “a strategy that Beijing executes more effectively than any other external donor government.
In an official statement, African leaders expressed high appreciation for the ECOWAS headquarters, highlighting China’s commitment to supporting the realization of the project and its strategic value in the region.
The new complex is poised to strengthen the operational capabilities of the regional organization and further solidify the China — Africa partnership.
