The Ethiopian Immigration and Citizenship Service (ICS) is working closely with the Ministry of Justice to finalize the rules, establish the technical system, and prepare personalized cards for qualifying investors. Ethiopia’s Golden Visa program is modeled after similar initiatives in countries such as Singapore and Saudi Arabia, which have been successful in attracting high-value foreign investment.
The program is designed to cater to investors capable of financing large projects and links the alternative $5 million route to local job creation.

The program’s processing fee stands at $10,000 for a standard application, with express handling available for an additional $2,500. Applicants may also opt for a premium home-delivery service. This threshold is significantly higher than those in countries like Mozambique, Namibia, and Seychelles, which offer lower investment requirements for similar residence permits.
