Mogadishu Hosts Finance Ministers’ Fiscal Forum on Fiscal Stability. Mogadishu, Somalia — February 15, 2026 The Finance Ministers’ Fiscal Forum (FMFF) commenced in Mogadishu, Somalia, with the Minister of Finance chairing discussions focused on fiscal transfer agreements and policy papers involving all Federal Member States.
The FMFF, an ongoing initiative since at least September 2019, has been pivotal in addressing key fiscal issues, including common customs and intergovernmental fiscal arrangements.
In January 2023, the FMFF adopted a grants fiscal transfer formula that includes a performance component, reflecting its commitment to enhancing fiscal stability and efficiency. Somalia, addressing complex fiscal challenges due to its recent history of conflict and instability, has established the FMFF as a platform for intergovernmental fiscal relations. This is crucial for ensuring stability and economic development within the Federal Member States and the Federal Government of Somalia (FGS).
The International Monetary Fund (IMF) has been involved in these discussions, signifying the international community’s interest in Somalia’s fiscal stability.
The World Bank has also supported Somalia’s fiscal reforms, as evidenced by the recurrent cost and reform financing project. While the FMFF has made significant strides, the implementation of agreements and specific outcomes remain areas of interest.
Officials have not yet commented on the expected outcomes of the current forum, and further details are expected to emerge.
The FMFF continues to be a critical mechanism for Somalia to address its fiscal challenges, with the support of international financial institutions like the IMF and the World Bank.
