Gabon: SIGFiP Module 1 Completion Marked by Government Efforts. LIBREVILLE, Gabon — December 20, 2025 (AGP) – The State Minister of Economy and Finance, Henri Claude Oyima, led the third meeting of the steering committee for the Integrated Public Financial Management System (SIGFiP) on Friday.
The meeting focused on the completion of Module 1, which was scheduled for delivery by December 15, 2025, as reported by the Gabonese Press Agency in an official statement.
The meeting allowed the State Minister to review key activities since the previous session on November 6, including the training of champions and a series of technical tests. Oyima also verified the effectiveness of the deployment of reproduction and production environments, including the establishment of a secure state intranet, IP addressing plan, and database deployment. Participants identified essential actions for the launch of the tool’s production, planned for mid-January 2026, coinciding with the implementation of the 2026 budget.
Key deliverables at this stage include the centralization of tax revenues, execution of budgetary expenditures — operation, investment, and debt –, public procurement management, and execution of non-tax revenues.
The SIGFiP project aims to centralize all tax, non — tax, and customs payments on a single state platform directly linked to the public treasury, enhancing the effective, secure, and transparent management of public finances, in line with the orientations given by President Brice Clotaire Oligui Nguema during the last Council of Ministers.
The project is a significant step towards modernizing Gabon’s financial management system and aligning it with international best practices.
The upcoming production phase will involve the transfer of files, engagement plans, and budget reserves, as well as the consideration of security aspects related to the system’s operation. Further details are expected as the project progresses, with the government committed to ensuring the smooth transition to the new system.
