Gabon’s Plan FAST: A Strategic Pact for Economic Transformation. City, Country — Libreville, Gabon — February 5, 2026 Gabon has embarked on a strategic initiative known as the Plan FAST, aimed at fostering a new era of collaboration between the government and the national banking sector.
According to regional officials, the plan was introduced following a meeting on January 16, 2026, between President Brice Clotaire Oligui Nguema and the Association Professionnelle des Établissements de Crédit du Gabon (APEC).
The Plan FAST, which stands for Financing, Accompanying, Supporting, and Transforming the economy, is designed to accelerate growth, strengthen economic sovereignty, and improve the well — being of the population. It represents a significant step in Gabon’s economic relaunch efforts, as highlighted by President Nguema in his presentation to the banking sector. Dimitri Ndjebi, President of the APEC, outlined the role of the banking sector in implementing the plan during an exclusive interview with AGP.
The APEC’s contribution is to mobilize resources and finance key projects, in alignment with the government’s priorities. To achieve this, the APEC plans to collaborate closely with several key ministries. This includes working with the Ministry of Economy and Finance to manage debt and liquidity effectively, as well as with the Ministry of Housing, Urbanism, and Land to develop the housing finance sector.
The Ministry of Justice is also involved in improving the handling of banking and commercial disputes, ensuring the security of financial operations.
The plan also involves innovative financing mechanisms, such as syndicated financing for major infrastructure projects, and the issuance of project — specific bonds to mobilize local and regional savings. Fintech and digital platforms are also set to be utilized to expand access to credit.
In terms of prioritized sectors, the Plan FAST focuses on infrastructure, agriculture, agro — industry, industry, and the financing of SMEs and entrepreneurship. To facilitate access to credit for SMEs and micro-enterprises, the APEC is working on mechanisms such as guarantee schemes and credit restructuring, along with the creation of the Banque pour le Commerce et l’Entrepreneuriat du Gabon (BCEG).
The Plan FAST is also part of a broader strategy to enhance financial inclusion, particularly for young people, women entrepreneurs, and informal sector actors.
This includes simplified banking services, financial education, and digital payment solutions.
The state’s partnership with the national banking institutions is said to be robust, with regular meetings between the powers that be and the APEC.
The Plan FAST is expected to further consolidate this partnership by addressing internal debt, facilitating new project financing, and fostering a regular dialogue between the state and the banks.
The success of the Plan FAST hinges on several factors, including transparency, sustainability, and the need to balance economic stimulus with financial stability.
