Ghana’s President John Dramani Mahama has instructed the Minister for Roads and Highways, Kwame Governs Agbodza, to address an investigative report on sole sourcing practices under the Big Push programme. The report, published by The Fourth Estate, highlights concerns regarding the procurement process for contract awards. President Mahama issued the directive during a meeting with civil society organizations at the Jubilee House on an unspecified date. “I have instructed my office to obtain the full detailed report from The Fourth Estate and to conduct a study of the allegations presented, “President Mahama.
In response to the report’s findings, President Mahama acknowledged that sole sourcing is permissible under Ghana’s procurement laws in certain instances, though open and competitive tendering is the preferred method. He emphasized that competitive bidding ensures better pricing and value for money. “Open, transparent tenders are always preferable for achieving competitive pricing and value for money, “the President noted.
He further directed his office to obtain the complete report and examine the allegations thoroughly. President Mahama expressed that only portions of the investigation have been reviewed so far, necessitating a comprehensive examination of the document. Additionally, he instructed the Roads and Highways Ministry to provide a detailed response to the issues raised in the report, aiming to guide the government’s next steps on the matter.
The directive is part of the government’s efforts to ensure transparency and accountability in public procurement processes under the Big Push programme.
