In Mali, the humanitarian situation in 2025 was characterized by the continuation of armed groups’attacks on civilian populations, as well as health and climate challenges affecting the entire Sahel Central region. Throughout the year, vulnerable civilian populations were deliberately targeted in attacks by armed groups.
The protection sector monitoring system recorded 49,325 human rights violations, a significant increase from 35,005 in the same period in 2024. These violations primarily took the form of physical and psychological violence, property rights violations, and forced displacements in conflict-affected areas.
Additionally, the Gender — Based Violence Information Management System (GBVIMS) documented 6,229 incidents of gender-based violence, with 36% involving sexual violence, including 21% of rapes and 15% of sexual assaults.
The attacks also targeted socio — economic infrastructure and severely disrupted the educational system.
In October 2025, 2,320 schools were closed or out of service due to targeted attacks, affecting over 690,000 children and 13,920 teachers.
