Mogadishu, Somalia — August 27, 2026 – The Norwegian Refugee Council (NRC) has recently completed an evaluation of its Housing, Land, and Property (HLP) programming across four urban centers in Somalia: Baidoa, Kismayo, Garowe, and Mogadishu.
The comprehensive review, which spanned from November 2025 to April 2026, aimed to understand the impact of the NRC’s HLP initiatives on durable solutions for internally displaced persons (IDPs) in these areas.
The evaluation highlighted the varying tenure, eviction, and urban governance contexts that influenced NRC’s approach, leading to distinct programming models.
In Baidoa, a community — led agency’s success in formalizing land ownership was particularly noteworthy. Households, with NRC support, organized to purchase land and underwent formalization processes. This approach, in Garowe, also demonstrated the effectiveness of government-allocated land and technical due diligence in securing settlements.
Kismayo’s model showcased promise in tenure security but faced challenges where legal and service pathways were incomplete.
In Mogadishu, NRC’s Integrated Rental Solutions provided critical protection in a constrained private-land market, although it required ongoing attention to affordability and livelihoods.
The report found that NRC’s HLP programs improved tenure predictability, reduced eviction risks, and created conditions for households to invest and access services.
However, sustainability and inclusiveness varied, emphasizing the need for continued attention to factors like affordability, landlord cooperation, and service integration.
As Somalia continues to face a displacement crisis, the NRC’s evaluation underscores the importance of addressing the root causes of displacement and the need for collaborative strategies that protect IDPs’rights while fostering sustainable development.
