LIBREVILLE, Gabon — The Office National de Développement du Sport et de la Culture (ONDSC) has refuted allegations of irregularities in the allocation of sports field construction contracts in Tchibanga, Franceville, and the Nzeng-Ayong district of Libreville.
A statement released by the ONDSC on July 15, 2026, clarifies that the procedures followed were in accordance with the country’s public procurement laws.
The allegations emerged from online media outlets, which suggested that the ONDSC bypassed established tender procedures, potentially compromising transparency and governance.
However, the ONDSC maintains that the projects, part of a priority program for the development of local sports infrastructure, were subject to strict legal scrutiny.
The ONDSC highlighted that the contracts were approved following a thorough examination by the Direction Générale des Marchés Publics (DGMP), which provided an explicit non-objection to the use of a direct agreement procedure. This procedure was deemed necessary due to the urgency of meeting the public’s demand for sports facilities, particularly among young people.
The agency also noted that the contracts were awarded to multiple entities, not just a single company, and that no payments have been made to the contractors as of yet.
The ONDSC’s response aims to dispel concerns over the fairness and legality of the contract allocation process.
As the situation develops, the ONDSC’s defense of its actions has ignited a broader discussion on the importance of transparency and accountability in public procurement in Gabon.
