The proposed Strategic Petroleum Stock Policy outlines procedures for releasing strategic stockpiles during supply crises, potentially introducing fuel rationing in major disruptions. Under the plan, the government would be required to hold 90 days of crude oil reserves, while manufacturers and wholesalers would maintain 14 days of fuel stocks.
A Level 3 emergency would be declared if over half of fuel supplies are disrupted, triggering the release of strategic reserves and fuel rationing.
The policy’s objective is to strengthen energy security as South Africa increasingly relies on imported fuel.
The draft policy is currently under consideration by the Cabinet before being opened for public comment.
