Key UNCT Measures to Combat Sexual Exploitation and Abuse in Sudan, 2026 BODY: Khartoum, Sudan – In response to the escalating humanitarian crisis and instances of sexual exploitation and abuse (SEA) in Sudan, the United Nations Country Team (UNCT) has implemented a series of key action points to mitigate risks and enhance prevention and response mechanisms. These measures, in accordance with IASC and CHS Alliance guidelines, include: 1. Commitment to the Minimum Operating Standards (MOS) on PSEA by Own Personnel, revised in August 2024.
2. Strengthening operational approaches to mitigate risks and respond to SEA. 3.
Nomination of PSEA Focal Points to actively engage in the PSEA Network. 4. Ensuring systematic PSEA training for all staff and affiliate contractors.
5. Signing of Agency/Entity’s Code of Conduct (CoC) by deployed staff. 6.
Conducting mandatory PSEA Capacity Assessments for Implementing Partners. 7. Inclusion of PSEA provisions in all contracts, grant agreements, and letters of agreement.
8. Implementation of innovative community awareness messages on SEA prohibition and reporting. 9.
Establishment of confidential reporting channels with the Accountability to Affected Populations Working Group (AAP WG). 10. Strengthening reporting through Community Feedback Mechanisms (CFMs).
11. Immediate reporting of any act, rumor, or suspicion of SEA. 12.
Provision of survivor — centered assistance and accountability in investigations. 13. Mobilization of dedicated funding resources for PSEA interventions.
The UNCT’s strategy, outlined in the Sudan Crisis Response Plan 2026, reflects the urgency of addressing the crisis, which has seen over 11. 5 million people in need of humanitarian assistance.
The revised Standard Operating Procedures (SOPs) emphasize the importance of community engagement and leadership accountability in combating SEA.
As Sudan faces severe famine and ongoing conflict, the UN and humanitarian organizations are committed to providing aid while preventing SEA, recognizing the critical role of local communities in safeguarding against such abuses.
The effectiveness of these measures will depend on the commitment and cooperation of all stakeholders, including UNCT members, humanitarian organizations, local communities, and the government of Sudan.
