Vingroup and Kinshasa Strengthen Comprehensive Cooperation in Green Mobility. Kinshasa, Democratic Republic of Congo — Vingroup, a leading Vietnamese conglomerate, has signed a Memorandum of Understanding (MoU) with the City of Kinshasa to enhance cooperation in green mobility.
The agreement aims to study and promote the procurement and deployment of VinFast’s electric vehicles, including buses, cars, and scooters, to address the city’s transportation needs.
Under the MoU, Vingroup, Exposure, and Kinshasa’s relevant authorities will collaborate on developing a comprehensive electric mobility ecosystem. This ecosystem will encompass charging infrastructure and after-sales services, focusing on modernizing and greening the city’s transportation system.
The partnership will target public transport services, mobility solutions for government officials, and transportation options for the general public.
VinFast, Vingroup’s subsidiary, will provide detailed commercial and technical proposals for vehicle fleets. Exposure will develop a preliminary business plan for vehicle procurement and infrastructure development, while initiating the necessary administrative and legal procedures.
The City of Kinshasa will propose incentive mechanisms, including tax policies and regulatory frameworks, to encourage the development and adoption of green mobility.
The initial phase of the agreement, expected to conclude by the end of Q1 2026, will see VinFast supply approximately 500 electric buses and 1,000 electric cars for public fleet operations in Kinshasa.
Additionally, VinFast and Exposure plan to introduce between 10,000 and 20,000 electric cars and between 50,000 and 100,000 electric scooters to the local market.
The parties will also cooperate in developing a wide charging station network and an authorized service workshop system.
Vingroup has reaffirmed its commitment to sustainable development and positive local impact through knowledge transfer and human resource development, including training programs and technical support for electrified transportation infrastructure. Mr.
Jésus-Noël SHEKE WA DOMENE, Provincial Minister of Planning, Budget, Public Service, Employment, Tourism, Transport and Urban Mobility, expressed Kinshasa’s high value of the partnership, aligning with the city’s vision for sustainable urban development.
Mrs. Phuong NGUYEN, General Director of Vingroup Africa, emphasized the company’s honor in partnering with Kinshasa to build a modern, sustainable living environment.
The agreement also includes a separate MoU between the Government of Kinshasa and Vingroup to explore large — scale urban development projects in the Democratic Republic of Congo.
This project is expected to include residential areas, villas, hospitals, schools, shopping centers, hotels, entertainment complexes, and government offices, positioning it as a new tourism destination in Kinshasa. These strategic agreements highlight Vingroup’s international vision and growing global presence, further reinforcing its role in green mobility and deepening economic cooperation between Vietnam and the Democratic Republic of Congo.
