NCA and Türkiye’s BTK Sign MoU to Enhance Cooperation in Electronic Communications. Ankara, SONNA — The National Communications Authority (NCA) of Somalia and the Information Technologies and Communications Authority (BTK) of Türkiye have inked a Memorandum of Understanding (MoU) to bolster collaboration in the realm of electronic communications.
The agreement was formalized at BTK headquarters in Ankara, with Mr.
Mustafa Yasin Sheikh, Director General of the NCA, and Mr. Ömer Abdullah Karagözoğlu, Chairman of the Board and President of BTK, signing the document.
The MoU outlines a framework for cooperation across several key areas, including satellite communications regulation, cybersecurity, spectrum management, broadband infrastructure deployment, telecommunications network security and resilience, internet regulation, and other regulatory aspects of electronic communications.
Mr. Karagözoğlu highlighted the partnership’s broader objectives, emphasizing the exchange of knowledge and regulatory experience to foster resilient communications sectors in both countries.
Mr.
Sheikh underscored the strategic significance of the agreement for Somalia’s communications sector, emphasizing the benefits of institutional collaboration, capacity building, and improved regulatory frameworks. Following the signing, the Somali delegation engaged in technical discussions and experience-sharing sessions with BTK and other Turkish institutions, focusing on regulatory practices, cybersecurity, consumer protection, and internet governance.
This agreement is part of a broader trend of cross — regional connectivity initiatives involving Türkiye, the EU, and Central Asia.
It reflects Türkiye’s efforts to expand its international trade and investment, as evidenced by the Türkiye-U. S.
Trade and Investment Council’s agenda.
The MoU is seen as a positive step towards enhancing Somalia’s electronic communication capabilities, which could have significant economic and social benefits.
However, some critics may argue that the agreement is part of a larger geopolitical strategy by Türkiye to expand its influence in the region. Further details regarding the implementation of the MoU are expected to be announced in the coming days.
